Windows 11 upgrade fail MIGRATE_DATA 0x8007001F – 0x3000D

Microsoft Power Automate Desktop was blocking upgrade in this case. In log: C:\$WINDOWS.~BT\Sources\Panther\setuperr.log MIG Can't retrieve group information for user NT SERVICE\UIFlowService. NetUserGetLocalGroups failed 0x000008AD NT SERVICE\UIFlowService belongs to Power Automate Desktop UI flows. The upgrader is trying to migrate service membership/ACLs and can’t read group info for that account, which often trips the MIGRATE_DATA phase
